A fire license is an important document issued by the fire services. This document ensures the safety of any place. Most of the time factories and industrial establishments as well as multi-storied buildings are required to take fire licenses.
Fire Prevention and Fire Fighting Act, 2003 sets out legislative guidelines for the prevention, the effective extinguishing of fire, and the reduction of fire damage and consequences. The Fire Service and Civil Defense (FSCD) (under the Ministry of Home Affairs) is issuing a fire license in Bangladesh. A fire license is vital to any industrial enterprise and is as important as obtaining a trade license to ensure safety and security for people.
Eligible
Factory, Combustible, Multi-storied building (Minimum 7 levels), Warehouse, etc.
Required Documents
Required Documents for Obtaining fire Licenses in Bangladesh | Checklist
1. Filled in the prescribed application form
2. Attested Copy of original duly attested Trade License of the company.
3. Attested Copy of Company Incorporation Certificate.
4. Attested Copy of Memorandum of Association and Articles of Associations.
5. Copy of Financial/Bank Solvency Certificate of the establishment.
6. Taxpayers’ identification number (TIN).
7. Valuation Certificate from Municipality or relevant city corporation.
8. A No-Objection-Certificate from a local representative. (If Plastic Industry)
9. Original copy of treasury challan or Demand note.
10. Deed of Agreement with rental receipt.
11. A Clearance Certificate from the FSCD Office.
12. 2 sets of layout plans of the establishment/factory/building authorized by RAJUK or City Corporation.
13. Completely filled in the additional form (In the case of garments factories).
Procedure
The Step of procedure for Obtaining Fire Licenses in Bangladesh:
1. Prepare required documents.
2. Submit the filled-in application form along with the supporting documents to the office of Fire Service and Civil Defense.
3. An Inspection Officer from FSCD will inspect the factory area for inspecting the followings safety measures: (mentioned in the Inspection items)
4. After the inspection is complete, a Demand Note is issued which states the amount of fee that needs to be paid by the applicant.
5. If there have been points of violation, then a specific time is given to address these issues to the applicant.
6. Later, The Factory will be re-inspected to check if the flagged violations have been addressed.
7. After all the above steps are complete, if FSDC is satisfied that the Factory fulfills the requirements of fire safety, it shall issue a Fire License to the applicant.
8. Obtain the Fire License Certificate.
Inspection items
1. Availability of Fire-Fighting Equipment at the Establishment/Factory
2. Two exit staircases at the factory
3. Facilities of entering the Fire Brigade Vehicle to enter the spot
4. There should be enough space for load-unload facilities space goods of the factory building. Etc.
Fire license fee
As per “Standard Operating Procedure for Services and Clearance relating to Fire Extinction” Fire license fee in Bangladesh is tk. 8000.
This Act has been mandatory for the sake of prevention and reduction of damage in case of fire. This license in Bangladesh is issued by the civil defense and fire service.
Timeline
Within 15 days after submitting full set of applications for Fire License. Delays can be caused due to failure to provide the Fire Fighting Equipment.
Renewal of Fire License:
Bangladesh Bank Challan and License, submit to the inspector for renewal. The fire licenses should be renewed every year by the FSCD office.
Renewal Fee
The same amount of Fire license Fees.
